W55 won't shift into 5th

    89 2WD reg cab, 85 4Runner
    Any W55 gurus out there? 1991 2WD. 100% stock. Leak from tailshaft. Replace seal. Still leaks. Read that worn tailshaft bushing can be the cause. Order bushing from Cobra trans. Too small. Did not know 2 different sizes. Cobra says no ETA on the 1.725" OD bushing.
    Fine, I'll swap in spare W55 that I kept from an 87 I had years ago. Just have to remove tailshaft to 180 the shifter lever to fit 89-94 shifter. Bolt breaks due to the 6 winters of salt covered roads it saw. Fine, I'll just swap tailshaft housings onto 91 W55. Leak gone, now it won't quite engage into 5th. Feels like it will, then pops out. I have installed a new shifter seat bushing and the little cup. That cleared up the slop.
    Only 2 things that I can think of that may cause this: Somehow I didn't properly install the shift rail, or there is too much play in the shift lever housing bushing.
