1989 22R 4 cyl. M/T... There is 2 Pulleys one below the fan belt and the other across to the left, there is no belt on there and I have no idea what its for. Is that for power steering? No power steering right now, its tough as nails to turn it so thats what im thinking but I dont know.

well facing the motor to your left would be the AC compressor. and your back to the motor would be your left which should be 2 things the altenator and power steering. look at your steering box does it have any hoses that looked like its been blocked off?

Facing the motor, there is one pulley where the fan belt is, and another to the left, sounds like the first one you mentioned, ac maybe. But there is no ac inside, at least no button for it.
here is a link to the image i think that show what im talking about

What you describe sounds like either the AC compressor or air pump. Power steering pump is high on the right side, just under the distributor. It has a fairly large (~6") diameter pulley, 2 large and 2 small hoses.

    Do you have this?

Well then its prolly the air pump since it doesnt have ac. I traced one of the lines to the air intake. Does the air pump feed the heater/air in the cab?
I got the right belt - its a 4pk865 4040340, but when i went to put it on i ran into trouble. The left pulley moves, and i couldnt get it on tight enough so it just squeaks and then moves a little and then stops spinning. Any help with installing it or getting it going would be great... Im hoping the air pump pulley isnt broken or siezed up and thats why the belt wasnt there to begin with.

The air pump is an emissions device, it has nothing to do with the heater. Unless you need to pass a smog test, putting a belt on it won't change much as far as I know.

UPDATE - replaced smog pump (scrap yard saved me some serious cash) passed DEQ emission first time through. Good to go for 2 years :)
