a fuel smell in the cab would imply a leak somewhere. maybe a line is rotted or unplugged? like on the canister? though if it's affecting the performance I would look around the fuel rail. like a bad o-ring seal around an injector. the fuel filter is bolted to the passenger side of the engine block under the intake manifold. could check there too.

Check the start injector at the fuel rail. it has two copper washers ,one on each side & it threads into the rail.
If it has been removed new washers must be used!
