egr vacuum modulator filter

    Recently my truck started showing cel code 71, so through the advise of previous threads I've started checking things. Hoses seem fine, so i went to the egr vacuum modulator filter. Keep in mind, I've never dealt with this before... but the filter was black in one section and the whole thing was slightly moist all the way through. Is that typical, or should this filter be dry? Thanks and sorry if it was a dumb question.

    So I found out this should infact be dry, now I'm trying to figure out why it isn't. I've heard something about perhaps fuel pressure... any ideas?
