Are the fuses good? Are the sealed beams good? Are the connectors at the headlights all corroded?

Not sure if they used thermo links that early. A melted one would keep your headlights from working.

I had (rather still have) this problem on my truck. There is a relay switch above the passenger inner fender under the hood, and it's most likely burnt up.

I have had no luck on finding a new replacement, and I currently don't drive it enough to care that much.

But when I do need to turn on the lights I just jump the wires on the connector with a wire.

You can always just wire in a regular relay
