89 22r failed emissions need some help please!

    Just bought this little truck. Trying to get it registered but she faile the emissions on me :brickknock:

    heres the results
    failed the HC on the idle test by 12 ppm
    alos failed the carbon monoxide on the high speed the limit is 1.20 it read 2.60 but on the idle test it read 0?

    carb has these three vacuum ports plugged off, where do they go? could this be causing the failed im?

    Looks like it will go to the High Altitude compensator if it is a federal truck, or the Electronic Air Bleed Control Valve if it is Californian Emission truck.

    If you could take a few pictures of the passenger fender well to help identify which truck you have if you dont find the sticker on the drivers door jam or on the hood that will say: this vehicle conforms to ________ as of printed date.

    Federal shows that it has an air pump, california does not.

    still no luck guys.

    i used the seafoam treatment in the carb and the gas tank. After that i changed the plugs, wires, caps and rotor and air filter. took it back for a retest and it failed worse this time around.

    Im out of ideas, is there anyway to test the smog pump and egr valve?
    right now im thinking it could be the timing, carb, egr valve, or possibly even a bad valve seal. but Im not sure how to pinpoint it at this point. any and all suggestions would be highly appreciated.
