sounds like it's coming from your cowl panel. could be rusty or have a crappy seal for your fresh air vent.

I would also check on your windshield weatherstrip. Use your palm of your hand and go around the seal to see if certain places are not seated correctly. Water can "trickle" its way into the foot wells.

Check the antenna seal as well. That's been a constant issue for me since I had to replace the stock one. (if you have the issue on the passenger side as well)

My old '82 leaked for years even with new windshield and gasket (resealed again). could not find it until I pulled the right side (passenger) kick panel off and took out the glove box. near the top of the body sheetmetal that is behind the kick panel(plastic) was a body seam. Got a good LED flashlight and had helper run the water over the windshield and door/fender gap etc. Then ever so slowly the drops started to appear in the seam sealer. smeared on some black rtv. Hasn't leaked since. I know this is late but better late than never.

I had a similar problem buy my kick panel to it ended up being my antenna grommet water would ride down the wire under the fender and thru the grommet but I would check all the above mentioned areas
