A buddy of mine is selling a rebuilt 22r with LCE cam, hedman header, and offenhauser intake (no carb but was running weber 32/36)
My Question is: What would be better; 22r head or 20r head? would the LCE cam work with 20r head? would i get more power from a cam or head?

not sure about the better flow but the whole point of the 20 head on a 22 is it raises the compression

Is it impossible to use the offenhauser intake off the 22r head? If so, it will be for sale. It had a weber carb.

what ever head the intake is on now is what it needs to stay with. 20/22 intakes are not interchangeable.
To get your moneys worth both should be modified.
